First off, the 9-3 uses an H1 bulb for the fog lights. The NG900 used an H3. Both are 55 watts, though. If you're happy with the Vision Plus bulbs in your headlights, then why not get the Vision Plus H1 bulbs? They're the same wattage as the stock bulbs, but as you know, they put out a lot more light. Vision Plus bulbs aren't available in an H3, if that's what you really need, but the Sylvania Silverstar is, and they were rated higher than the Vision Plus in a recent AutoExpress test. Since the fog lights use plastic reflectors and thin wires, like the headlights, I'd stay away from higher wattage bulbs.
