If the rear calipers are siezed, the front brakes will be overworked and will overheat.
This is serious stuff, not an issue of curiosity. Get in there and find the problem if you are a DIY type, otherwise go the dealer before you need to go to the body shop or the hospital.
Any rotor swept surface that is getting rusty is indiocates that that pad is not working. From a cold start, get up to a city speed and brake to a stop and park. Feel the rotors for heat. If some warm, any that are cold have both pads not working.
Front sliders can bind on their slider bolts. Rear calipers can sieze, but more common, the pad backing plates can be rust bound in the caliper slots. Grease on those contact points will act as a rust preventative.
If you have an accident with obvioulsy bad brakes there can be an issue of neglegence that could also be construed as crimial neglegence.
