2004 Arc 9-3 OnStar

I did not get the Onstar package because the brochure "sticky" suggested it would soon be orphan tech. I asked the Saab USA folks whether all cars were pre-wired with OnStar so that it could be retrofitted....was told yes. Following a couple of threads on this BB and the other Saab BB - it seems some folks have taken their OnStar and hooked their digital phones through the system as a better hands free option. Other threads indicated that the 2004 models may not have OnStar wiring - unless OnStar was actually factory installed. I live in the DC metro area and hands free is becoming the law in a month or so, so a potential $400 fine has more than a few teeth....as DC uses traffic revs to cover the budget.
My questions:
1) Does anyone really know the answer about OnStar wiring for 2004 9-3's? Is OnStar now factory-only installation, or an either/or option? And if not factory installed, is the wiring there? or are all these buttons just placebo reminders of what might have been? Enough BB traffic suggested that Saab USA is way out of the loop on technical issues and my dealer thought 180 degrees different from Saab USA...so I don't know what the reality is.
2) Maybe I'm wrong and the question of wiring is not a real constraint?
3) What are other folks doing - or are they among the virtuous that never make calls on the road?
Thanks for any and all help.
Regards,
Skip
