04 Convertible ACC settings and electric locks

Just got the convertible and am stumped with something. If I have the climate control system set to OFF and then lower the top, sometimes it will turn on. Also, if the climate system is set to OFF and when I put the top up it also comes ON. How do I keep it OFF? I used to have an 01 93-SE cv and I seem to remember that there was a button press combo (ECON+FAN UP ARROW) on the ACC to "lock in" the settings of your choice. Is there something similar?
Also, is it just me but...in pictures of the 04 cv I see that there is an electric lock/unlock button by the passenger door handle, like on the driver's side. However, in my car I only have the one by the driver's handle. Is this something that is for foreign markets that is not here in US. Is there any way it could be added? The lock pull is so far back the passengers have to twist around to unlock the door. At least there is the switch on one side.
