There are many fine wheel cleaners on the market (excuse me, but haven't washed car in 30K miles? Huh?). Your wheels may be in pretty bad shape at the moment, the only prob with Simple Green is that straight from the bottle it's pretty strong and could hurt your alloys. Either dilute it first (which you're supposed to do in any case) or go to your local Boys of Pep variant and get a spray-on wheel cleaner from Meguiars, Westleys, or the like, or go foreign with mail-order Sonax, P21S, etc.
First spray the wheels well with water, then give each wheel about 4 squirts of wheel cleaner. Let sit for a while, then (prolly best to wear gloves for this) get a sponge you will throw away afterwards and rub those suckers down. Don't believe the no-touch no-scrub hype on the bottles, this is man's work and you've got to stick your hands in it.
After vigourous scrubbing, hit again with plenty of water from a hose (medium pressure). You may find that you have to do this again to get most of the grunge off. Then after thorough rinsings, after rinsing the sponge as well, rub them dry. As part of a regular car washing routine (hint, hint) this only takes a little while.
