Swapping out an engine is No Big Deal. I could see it would be an integration problem if they were trying to put an engine in from a different model (Lord knows why they would). But just removing the existing engine and sticking in a new one is actually pretty simple. It's not like they have to diassemble the car. It's just a matter of a few bolts, and the electrics unplug. Remember, they design the car to be easily built, and that means things snap together quick. Yes, that includes engines!
This is a pretty nice solution from Saab. It's a whole lot better than them futzing around, replacing valve guides, piston rings, or the like- trying lots of half-way measures, hoping they get it right. Sticking in a new motor just about guarantees that you don't get the same problem back.
I understand that you're pretty angry that your new car has a major problem, and that they haven't managed to fix it in four tries. Sounds like Saab is doing the right thing. A new engine for an engine problem is reasonable. Getting a new everything else really isn't. You don't need a new rear axle or instrument panel because the engine burns too much oil.
