Would be my main concern for you. Is there a payoff on the car? What does Car Fax say? And most importantly, the title is clean. No salvage, lemon, consumer satisfaction, theft recovery or other "branded" title issues.
The cosmetics are relatively cheap to fix. Front spoilers and rear bumpers can be redone for around $200 each and a wheel guy can make the wheels look decent for another $200. You didn't mention whether any of the body issues involved any sheetmetal parts, that get's pricey. And we are assuming no previous collision history.
No service until 17k isn't so terrible as normally the car wouldn't come in until around 15k. What does the SID say about the oil life? Hit the cusomizer button and scroll down to system and then to service and it will tell you the oil life remaining. It's possible that a high mileage 9-3SS still has oil life remaining at 17k.
Verts generally do somewhat better than sedans in the long run resale game. In used car manager speak the Vector is over $6k back of book and the Vert is only about $2,500 back, but the mitigating stuff is the "damage" to the 9-3.
One interesting rule of thumb is that you can never pay too little for a "rough" car. Better to pay a little too much for a nice car than trying to estimate a dollar value to knock a rough car.
