Too many liability issues as the seat affects many safety systems. A good upholstery shop can add padding. Upholstery is not a factory only skill, any good shop could do it, but a dealer can't and won't get invloved in that.
If your sure the seat is all the way up, try lowering the steering wheel, that'll make it feel higher.
The power seat switch on a 9-3SS doesn't work like the old 9-3 or even a current 9-5. The back of the horizontal lever, the one you push back and forth to move the seat back and forth, lifts up in the back and the front. When you lift the back, the whole seat parallelegrams up. Once the seat is up then you can adjust the tilt with the front of the lever. 9-3 and 9-5s the front moves the front and the back moves the back, but a 9-3SS is different, the back moves it all up and down and the front adjusts the rake of the bottom cushion.
