That is totally normal to have the fan kick on and off when the A/C is on. It does it even more when the summer heat is cooking the car. (It will be more noticiable at idle when there is little "ram air" going across the evaporator.)
Basically what you are noticing is the pressure of the A/C system is being held around 220 to 250 psi for maximum cooling efficiency.
