Well, generally your rotors will warp or become pitted over time, which will give you a pulsing feeling in the pedal and the steering wheel, when you are applying the brakes. They can be removes and put on a lathe and cut as long as the warpage is not too extreme. Usuaaly I replace or clean the brake pads at the same time I cut the rotors. It all depends on how thick they are. Each pad starts about 3/8" thick and wear down from there.
The front brakes do most of the work and wear faster than the back brakes.
It is not hard to do this yourself, if you have some basic tools and about an hour you can fix both sides. The older Saab manuals used to show how to do this, but I can't find anyone booklets for any Saab newer than 1999.
