Yeah that little protruding arm/bracket that the ribbed idler pulley is bolted to is weak.
The bracket goes behind the alternator so you have to remove that one too.
It is two different part numbers for the bracket in 99 so check your VIN number.
Up to VIN X2028400/X7022778 uses 4961348 which is superseeded to 5171368 $79.00
From VIN X2028401/X7022779 the part number is 4904421 $48.00
