My '99 Viggen does this too, and has always done this since new. I've found that if you turn the key to ON, wait a second or so, and then start, it fires right up after maybe one crank of the engine.
I don't know why it does this, or even if it should be happening. My only theory is that when the tank is low, it takes a second for the fuel system to pressurize. While I wait the second or so, I can usually hear a mechanical noise like a fuel pump pressurizing.
When you do get it running, let it idle for 30 seconds or so, and then shut it off. Does it fire immediately if you do that? Mine does.
As for the stalling, I haven't had that happen at all, so maybe you do have another issue going on. Oh, and the Viggen has a T7 ECU, and your car has a T5. I've been told that the T5 is more prone to this habit than the T7, but someone else will have to elaborate on that for you.
