If your car is the 2003 Sedan (new style 9-3) the handbrake is integrated into the caliper and uses the same pads. The piston must be retracted by turning the piston. There is a cool factory tool but you could probably find a compatible universal tool with some searching locally.
If 2003 Cv (old chassis 9-3) then either there is some corrosion or the piston is over-extended and will need to be carefully aligned and slid back in.
