Viggen PCV bullentin question...

I have an M01 Viggen with 24,000 miles. I took the car to the Saab Exchange in Morton Grove IL to have the dealer install the updated PCV. I had brought the Saab bullentin to show the tech what I had wanted done. The tech had told me that your car will not have the problem of the leaking seals (head, valve and turbo gasket/seal)and oil consumption if you change your oil on time. Two, if you change your oil on time, the car will not have a sludge problem.
The service manager said he could not replace the PCV unless the car was leaking oil. I'm thinkimg that when the car is leaking oil, it is too late. Also, I think with inadequate crank case ventilation it could increase oil sludge. Has anyone had any luck with Saab dealers in th Chicago area changing the PCV bullentin under warranty? I would like to get this PCV issue fixed before the damage is done. Thanks for your help.
