The cross camber is probably the source of that. When possible, one should try for close to zero cross camber so that the camber forces balance out.
First thing to do would be to look for any obvious problems with the upper mounts, ball joints, control arm to SF bushing, control arms etc. Also look for any signs that the SF has moved against the paint of the body. The SF bolts may not be tight enough and/or the SF might be distorted.
To change the camber by .7 degrees, guessing that the distance from the upper mount to the ball joint is 20 inches, the top or the bottom would have to move .24", which is quite a bit.
The SF is dead soft as the steel is annealed when hot dip galvanized. It is easy to bend. I could be bent in or out with a hydraulic ram setup. The top mount bolt holes can be elongated a little bit, one way one one side, the other way on the other. So you have a few options.
It the upper mounts show any signs of tearing, replace them and perhaps shocks at the same time.
