So your recommendation is to insert a Step #0, where you start at bolt #1 and verify all bolts are tightened to a minimum of 44 ft-lb (recommended torque before the final "turn of the wrench"), then start at bolt #1 position again and loosen (or remove and replace) followed by torque to 30ft-lbs, then torque to 44 ft-lbs, then final 90 degrees.
Since Saab changed the bolt coatings and the factory torque process, they must feel both are responsible for this problem.
