Full lock puts a lot of load on the power steering pump. That pump gets power from the belt. Squeal usually means that the belt is slipping a little, and like a bow drawn over a violin string, it vibrates, hence, the squeal.
If it only occurs at full lock, I wouldn't sweat it much, especially with a cold engine. Rubber doesn't like to grip when things are cold, and there's also probably some moisture/condensation in there that needs to evaporate. At a minimum, I would do a visual inspection of the belt - look for fraying or wear, especially on the edges, indicating misalignment.
I don't know how many miles on the car, but I like replacing serpentine belts at 30K; I believe the S-belt's official replacement interval is at 60K; not sure on that, though - check your manual.
Some folks apply belt dressing, available at autoparts stores. I improves belt grip.
If the squealing occurs when you aren't at full lock, or when the A/C kicks in, or if you see the alternator light or headlights flicker, then I'd suspect the belt is badly slipping. This could be a worn belt, or a weak belt tensioner.
But again, only at full lock, only when cold (you'll find out with a warm test), it's no big worry.
