I was looking around the Saab Canada site (for some reason the USA site won't load for me), and it appears to me that HID lights aren't an option on the 9-2X. They most likely look so bright for a couple of reasons. Since they are a newly designed housing, they probably have a very high efficiency so they get much more light on the road. The front of the housing is smooth and clear, whereas the 99-01(maybe 02)9-5s have all the lines which do slightly reduce output. The reflectors are much shinier since they are brand new, and the bulbs have few hours on them so they are brigher (bulbs dim over time).
That being said, HIDs might be an option in the US. If they are, then this design uses reflector based housings rather than projector based like the 9-5/9-3. Many other companies use reflector housings - notably Acura, a few Lexus, Cadillac Escalade, Lincoln Navigator and others. These systems use basically the same bulbs as projector systems - the reflector use D2R and the projector use D2S. The only difference is the D2R has a built in shield. These bulbs are a different shape from the H7 in the 9-5. There really isn't any good way to get HID lighting in a 9-5 that didn't have them from the factory. The best upgrade is to get Osram Silverstars (note: not Sylvania Silverstars - they are very close, but the Osrams are slightly brighter).
