Help with bulb replacements

Newbie just bought a 99 9-5 in another state, 81K miles but in very good cond, and already had turbo and DIC replaced.
Went to the inspection station and they told me 1. my license plate lights are out and 2. the bulbs in the front direction indicator housing behind the yellow plate don;t work. REJECTED.
Question 1:
So, pulled out the license plate bulbs (R side burned out, easy replacement) and found that the L side bulb fixture has been pushed thru into the hole and I need to pull apart the trunk panels to get it and push back into place. Any suggestions about how to approach: either from inside the trunk or pull off the plastic molding onto which the lights are attached??
Question 2:
What are the bulbs behind the front direction indicators under the yellow plate? The turn indicators work fine. How are they turned on? I don;t know if the bulbs are burned out or I just haven't turned them on. The manual shows the replacement of the turn signal bulb but says nothing of a second bulb in that houdsing which I can clearly see.
