Lug Bolts (longish)

I have two lug bolt issues I'd like to discuss. One is anti-theft, the other is rust.
A friend in Boston almost had the wheels stolen off his M3. They live on Beacon Hill in Boston. Pretty ritzy area (near John Kerry). This neighborhood is often a target for crime. They park in a private 'court'. Their neighbor came home friday at 8pm to find a couple guys removin the lug bolts on their car. They had it jacked up. The neighbor scared them away...they came home and sure enough the lug nuts were on the ground next to their wheel.This seems to be a newly popular type of theft as audio systems are getting kinda useless to steal and pricy wheels are all the rage today.
Needless to say, this made me take a look at the bolts on my 9-5. I have been noticing lately that they are rusty... really rusty. So in my obsessiveness I been checkin out the lug bolts on a lot of vehicles today. I don't see rusty nuts on most cars except saabs. There are a lot of saabs in this area and they all have rusty nuts!
So my question is why do saabs have rusty bolts ? and do people have experience with the anti-theft bolts. Do these really provide any deterence ? It seems like even an amateur thief could easily get the needed tool if stealing wheels is his trade. What do you all think?
