Evaporative Emission Control (EVAP) system. Saab also call it ELCD.
The valve is located at the air mass meter and kind of hangs from a rubber mount. Two hoses and a two wire electric connector.
I would get a small Wisegrip pier and pinch off the soft rubber hose from the valve and drive the car for awhile to see if the stalling symptoms disappear.
You will probably trigger a check engine light since the EVAP system will not function properly with the blocked off hose.
