The 9-3SS is definitely roomier in every front seat dimension than a 9-5. I dunno' how "they" measure front seat legroom, but I drive a 9-5 with the seat allmost all the way back. In a 9-3 I can't even reach the pedals when the seat is all the way back, but don't try and sit behind me in a 9-3SS, it's definitely a compromise with 6 footers front and rear. A 9-5 is a no compromise back seat, 6 footer behind 6 footer no problem. As you mention the 9-3SS is wider inside and has more headroom, considerably more if you don't select the sunroof option and save the $1,200. With a 9-5 there's no price reduction for deleting the standard equipment sunroof.
The 9-5 feels roomier because of the lower cowl and dash. You can see the hood in a 9-5. The 9-3SS not only has a higher dash, but then on top of that there's the binnacle at the base of the windshield and you can't see the hood very well. The 9-5 feels more spacious, but isn't.
Truly tall folks fit much better in a 9-3SS, the manual seat seems to provide more front legroom than the electric. Even headroom is adequate for really tall people with the sunroof in a 9-3SS.
Haven't had any complaints about the standard seats in the 9-3SS, everyone seems to find them very comfortable. The standard seats are slippery and don't have particularly good side support for spirited motoring, but that's what the Aero sport seats are for.
