It sounds like the brakes are simply in need of maintance. They did not feel that way when new.
Bigger brakes will not make the vehicle stop faster or shorten stopping distance in normal street or highway situations. The limiting factor is tire traction. The brakes and ABS are always performance limited by what the tire contact patch can do.
So your major brake hardware investment might not be appropriate. Better to do the brake maintenance, get performace pads, and put the money into max performance tires.
With 15" steelies, you cannot go bigger at all. Stainless steel braided brake lines could help with brake feel, but cannot improve stopping distanced.
So first thing that you need to do is inspect all four corners and push the pistons back in and see that the pistons are not binding and that the sliders move freely. If either are bad, one can expect to see some wide variations in the thickness of the pads, inboard vs outboard or even left side to right side. (Some variations in thickness are common and can be considered normal.)
The master cylinder can be a source of serious and dangerous problems. If the petal sometimes goes down close to the floor, but when pumped 'will catch', then the master cylinder needs to be replaced or overhauled. If the petal even once does that, the work must be done, as the condtion will get worse. The master cylinder problems are caused by rust and corrosion, which will not happen if the brakes are bled to remove the moisture that gets into the fluid via the vented brake reservoir cap.
