the only way that it could "create" low pressure underneath the car would be to increase the amount of air flowing underneath the car. I suspect that their purpose is the opposite. Air at a higher velocity has a lower pressure. If more air passed underneath the car (and the accompaning increased velocity of the air), the pressure against the underside of the car would decrease.
I think most would agree that the front air dam decreases the amount of air passing underneath the vehicle, thus reducing the accompaning drag of that air against the underside.
I suppose that a great big spoiler like a train's cow-catcher could have a force exerted against it from the air striking it, translating into a downward force.
