but it could be your light control module. This is a common failure and I am not certain of all the symptoms. I included a link below from when mine went bad. For my car the hi beams would not work at all, so to determine if the control stalk was working I had to see if the fog lights were working properly. Anyway, with electrical parts its usually eaisyest to swap out the suspect part with a known good part and see what happens. This is fine if you have one laying around, or if it cost $20, but the light control module runs better than $100. There are some who have repaired their lcm do a search here and see what you find.
