I experienced the same phenomena on a Honda Prelude timing belt system.
When I replaced the OEM timing belt and tensioner (with Gates products - who is a large supplier of many belt products) I heard a hiss/whine coming from the new system.
High frequency vibrations are created at the interface of the belt and the pulleys (which appear smooth but aren't). This is what you are hearing.
Sometimes, the system "wears" in and the noise disappears. Sometimes, it never goes away. My Prelude hiss/whine never went away. Actually it did... when I sold it :)
One thing you can try if the noise doesn't go away after the initial wear in period is to adjust the belt tension. I'm new to Saab's so I don't know if the accessory drive belt systems have an automatic tensioner. Usually the water pump pulleys can be adjusted to increase or decrease the tension. Either way may alleviate the noise. Just remember to have enough tension to avoid belt squeal. That's a worse noise, I'm sure.
