Red was intended as 'something wrong' territory, like the temp gauge or tach would be. On older Saabs, you could get it into red in certain conditions or by adding performance mods because it ran off the absolute pressure taken from the engine.
In T7-computer cars (all 9-5s) the signal is a mathematical value from the ECU that's roughly equivalent to boost but isn't actual boost*. It's calibrated to have max at the end of the yellow. Some cars may appear to go into red a little but it's parallax and individual panel calibration that's causing it.
If you get the car chipped, it's up to whoever wrote the software what the gauge will show at max.
