1999 9-5 BCV

Any ideas where to look next?
My 9-5 was acting like the turbo wasn't working so I hooked up a pressure gauge to check my boost, The car is a 9-5 170hp 4 cyl.
The gauge was T-ed into the boost pressure line of the BCV. Under hard acceleration I was reading about 3-4 psi. I unhooked the wastegate line at the BCV and plugged them then drove it not very hard at all and was getting over 10 psi. I hooked everything back up as it should be and got the 3-4 psi again under hard acceleration. Now, I'm not sure what is causing the problem. I have about 4 volts at the BCV with the ignition switch turned on, and I checked the BCV to make sure the the circuit was not open. My Ohm meter reads in 1K ohms so all I can tell is if the circuit is open or not - it isn't open since the reading was zero ohms. I can pull a vacuum on the wastegate valve so I assume the valve will hold pressure.
Any thoughts on what to look at next?
