I explored this issue with my dealer in Austin for a '99 95SE. When I purchased the car used, it only had one working key, the second one and the second remote was defective.
I had purchased a new key from e-bay and was directed to a local shop for laser cutting (~$40.00). The seler had good directions etc. It was an aftermarket key without remote for $23. The remote was offered for ~$50. Both of them would have to be programed with other keys for the car.
Since I had over $1500 in repairs for turbo replacement, the Dealer offered to me a new all-in-one key for $125 based on VIN number. In the end, they replaced a chip in the defective key for free and I asked them to re-program one spare remote from the '00 95 wagon.
