I don't know if the problem lies within the Tech 2 but maybe your car?
The car computers goes through different changes over the years and one year might not have the same feature as the next (shift up light being one).
On the 99 you cannot disable shift up light with Tech 2 but on a 2000 you can.
It might be that the 99 doesn't have the idle up feature?
I can't remeber but it would be easy to check if I had the car in the shop.
It also might be that your dealer don't want to fiddle around to much and they just tell you something to get you out of there?
On another note, the 99 doesn't have the possibility for the ignition cassette update software but the 2000 does.
So as you can see, it matters what year it is.
