Wouldn't be surprised if it is the ABS ECU.
After checking the fault codes and measuring the signal from each wheel sensor and they all check out ok, a big guess goes toward the ABS ECU.
The ABS ECU can be replaced as a seperate unit but the quinkydink is that Saab doesn't sell it seperate. It is sold as a whole piece together with the ABS hydraulic unit for about $2500.00 plus labor.
Volvo use a similar ABS ECU in some models and they have big problems with the electronics going bad inside showing up as a bad speed signal. On the Volvos you can purchase just the ECU and now they sell rebuilt ones for a fraction of the cost of new.
I wouldn't be surprised if it start to show up rebuilt ones for the Saab too in the near future.
So first of all make sure that all wheel sensors send the right signal to the ABS ECU and go from there.
