If you let the engine sit for a short while just before TDC it lets the compressed air bleed down. If you just rotate the crank to TDC, the compression can move the crank beyond TDC. Rotating the crank backwards will really screw up the belt tension adjustment if you do not rotate the crank through two revolutions again.
