With a 9-5 the Aeros have always had color matched lower bodywork. The SE's and 2.3lpt or non-SE's did too. Linears all have black bottoms, Arcs did until 2004 when they acquired the previous color matched Aero lowers (except for the exhaust cutout) and Aeros got new lowers and 5 spoke wheels.
I'd be very suspicious of an '03 Aero with the wrong wheels and a black bottoms, it ain't an Aero.
