Both my 03 9-5 and 1998 NG900SE turbo have had this problem. The orange relay must be removed, use about 4 very small flat blade screwdrivers and remove the orange cover, it snaps on at the black bottom in 4 places, need two sets of hands. Then one must use a very small pencil tip solder iron to resolder the terminals at the bottom of the project board to the black section at the bottom of the board. My 03 9-5 Linear did it this weekend. I had a headlamp warning, No blue high beam indicator and a bulb not working on the passenger side high beam. I thought it was strange not having the dash indicator so I checked the bult and it tested good. I then removed the relay, used mine and my wifes hands to gently remove the orange cover and resoldered the contact and 2 of them had fractures in the solder upon examination under a magnifying glass. The solder points are really close together, don't bridge them and don't get the board too hot. Blow it cold between each soldering. My NG900 when it went I had high beams but when I dimmed all went dark for about 3-5 seconds. That will wake you up. Resoldered and all it well for 2 years.
The relay is >$100 so it is worth doing even if you have to carry it to the local TV shop(if they still exist) to have them solder it.
