I'm glad it works for your brother but I would not dare banking on that.
I don't know how he determine the tension on the old belt setup. If he pulls the engine over using a ratchet on the crank pulley, the two tensioner marks vary widely depending on the tension applied from all camshafts when the camshaft loobes depress the lifter. Just like the spring loaded tensioner pulley swings heavily while turning the engine over by hand after you have put the new belt on.
The tensioner pretty much swing full tension to full release during hand cranking of the engine.
The only good way to determine where the tensioner mark is, is by starting the engine. That way, the camshaft forces are applied equally over many engine reveloutions and the tensioner pulley settles down to your preset value.
I would not dare though to start the engine with the old belt in place. The reason for that is that I have seen several tensioner pulleys where the spring loaded action had seized and the tensioner was stationary, not applying hardly any tension to the belt.
One car when I turned the engine over to TDC after removing the front timing cover, the timing belt skipped the pulleys due to that the tensioner spring action had seized. The only thing that held the belt in place over the cam sprockets were the snug fit of the outer timing cover. The customer never knew how close they were to have the repair bill escalate with several thousands of dollars.
