To answer your 2nd question. No, passengers do not need to be in the car to check pressure. However, tire pressure specified may vary depending on your load. For example, my 2000 9-5 states using 16" tires, 32psi for two drivers or less for speeds under 120MPH (I think that's the cut-off), and 39spi for speeds in excess of 120MPH. For 3 or more passenger, regardless of speed, it recommends 39psi. See the back cover.

The best time to check tire pressure is in the morning where the tires are not exposed to direct sunlight.
