May have had a bad tire or at least a bad balance

Correction to my first post -- 17s correctly balanced are nearly as smooth as the OEM 16s.
Ends up original installer did not want to balance the tires a 3rd time and no other location wanted to do it for free -- even though I paid to have it done and it wasn't right! They said it might be a bad tire (always blame the other guy). Deciding to cut my losses, I went to another store to see what they would say. They suggested using the their 30 day test drive. If I didn't like the their tires they could take them off and re-install my previously (poorly) balanced tires for no change. The had some special Hunter system and nailed the balance. They even discounted the tires below my original online deal + local install. The online dealer said they'd comp my tires under their satisfaction policy.
Bad tire or bad balance? She's now wearing a set of Potenza G009s and, NOW, the car rides similar to the 16s. It is slightly firmer due to the 17s, but corners MUCH better. I ended up going with a 215/50 rather than a 225/45 to give an extra 1/4" of side wall protection. That size is slightly closer to OEM. Here are my photos...
