When the short belt is installed the center idler pulley is completely abandoned, and the power steering pump pulley now has only 90 degrees of belt wrap instead of nearly 180 degrees with long belt (eye-balled from belt routing diagrams at http://www.thesaabsite.com).
The amount of power which can be transmitted via a belt drive is related to the amount of pulley which is wrapped by the belt. My "Mark's Standard Handbook" is at work right now, so I don't have a reference to check on how severe this relationship is. Is it directly related, related by a square, a square root, etc.
With less pulley wrap, apparently there is not sufficient power transmission capability to fully drive the p-s pump, therefore you are hearing belt slippage noise while turning the wheels and at low engine rpm's.
Applying a belt dressing will help, but I don't know if it will completely eliminate the noise. It may disappear as the belt ages also, or get worse. I would apply some belt dressing now and hope the noise disappears for good.
