Many folks mount the snow tires on 16's. Stock rims will set you back almost $1,000 and that's without tires. Factory rubber is in the $165ish range per tire, so allow almost $2k for the descrepancy, or better still, let the seller handle it. Get the stock wheel and tire for the car, or at least an original equipment wheel.
I think there are still some 17" double three spoke EVO's availible from Saab for $155 ish a wheel, that was the wheel that came on 9-3 Arc verts with the sport package. My favorite wheel, other than the 3 peice BBS wheels on my 2000 Aero, are the double three spokes (not Evos) that come on 9-5 Arcs as the sport package and 2002-2003 9-3 Verts with the sport package.
