Check the wiper switch on the stalk.
From what I remember from the Haynes book wiring diagrams, the only logical scenario to cause your problem would be that switch, or the contact points within it.
Recently a few of us had a problem where the wipers would park inappropriately about a third of the way through the sweep when on intermittent. This was probably caused by the park switch in the wiper motor, which allows the cycle to complete after the stalk is placed to off position. But the problem went away, so I now suspect that I had a bad contact somewhere in the motor.
Others just changed the wiper motor to solve the intermittent problem, and if it comes back, I will also change mine out.
