Slow Start after R&R fuel filter , "CK Engine" light on

Hi,
I recently did a complete 60K service on my 2000, 2.3 LPT. I noticed that right after changing the fuel filter the engine was slow to start. This did not surprise me as the system was open and depressurized.
Ever since the FF replacement (3-4 weeks, ~800 miles), the engine has been slow to start and typically takes 3-5 seconds of cranking, and or often a second attempt before starting, especially when cold. Otherwise the engine runs fine, no stumbling or misfire. Prior to the fuel filter replacement the engine would fire up cold, typically within 1-2 seconds.
BTW, I had replaced the spark plugs and performed the rest of the service several days prior to the fuel filter replacement; old plugs were worn but looked OK. I am running on the original DI unit.
Tonight as I was starting the car (after having been driven earlier in the day) the Check Engine light came on. For all I know, the Check Engine light may be my 60K service warning interval tripping (~58,000K on odometer, 30K service was done early) and not related to my slow start problem, as I do not yet own a system diagnostic tool.
I have several questions:
1. Is there an affordable (<$200) OBDII tester that is known to work with a 2000, 95?
2. Is it possible to reset the service interval counter with (or without) a basic OBDII tool?
3. Would a fuel pressure problem throw some sort of a code?
Any suggestions on an affordable diagnostic tool, or thoughts on my slow start problem would be appreciated.
Thanks,
Will
