I am unfamiliar with the port on the side of the delivery pipe immediately above the Throttle Body, my '00 doesn't have it.
The naked brass tube on the side of the TB should have a hose attached to it connected to the PCV system. (Unless it is attached elsewhere and is blocked from view by other lines)
Maybe Saab has moved the PCV hose from the TB to the Inlet Pipe on newer models. Do you have a new style Inlet Pipe and an old style Throttle Body?
