I doubt the Consumer Reports test with taxis can be extrapolated to normal use. Do any of you drive like a cabbie does? I doubt it. Haven't been a cabbie, especially in NYC, but I would imagine they idle for awhile, then drive, maybe doing stop & go in downtown Manhattan, then stop for awhile, maybe shutting the engine off, maybe not. Even if they do shut down, it is usually for a short while and the engine doesn't cool down much. OTH, they probably don't do much freeway driving, either. You may fire up a cold engine, run to the store a few miles away or maybe to work, then shut down for several hours. For us, we fire up and often go 15 miles to the first stop sign, depending on the direction we need to go. Or sometimes just one mile, then shut down. None of this is similar to a taxi operation.
I don't pretend to know the optimum oil change interval, but just don't follow the Consumer Reports findings unless you are a NY cabbie.
