Cash is messy and unimpressive... One of the more persistent beliefs is that somehow folks oughta' get a better deal if they pay cash for a car. From the customer's point of view it's a hollow promise, nobody shows up with bundles of bills, too messy and then there's the reporting requirements for cash in excess of $10k. Dealers are happy with personal checks. I don't know of a sales manager who would hestitate at accepting a personal check. There are too many ways for a customer to demonstrate credibility (notice the "credit" word buried in creditbility) that a certified/cashiers check or cash is unnecessary.
Besides that people know the the dealer makes a profit on financing, just like your bank or credit union does when they finance you, but still folks hope to gain some advantage by paying "cash".
