36k is fairly normal mileage for front brake replacement, $550 is a pretty normal price if it includes rotors. The mechanic doing the CPO should have an actual measurement for the pads and the rotors in question. My Saab mechanic has no qualms about just doing the pads if the rotors are in spec, no resurfacing, just insert new pads, and I've had good luck with that so far.
That's one of the dilemmas about having your own car CPO'd at lease end. The wear items being in spec, 50%+ brakes left and tires more than 6/32nds, are important to a retail consumer buying a strange car and one of the comforts of CPO. When we CPO a lease return for a customer, customer's same old car, we soft pedal the wear items as there is no expectation that these items would be renewed as if a strange purchaser was acquiring the car. But it's up to your individual dealer how to enforce CPO standards.
