Performance upgrades don't always void the warranty, you'll still get a new SID and a DIC or whatever that's not related to the performance mods. I have seen Saab pay for engine repairs on modified engines under the original 4/50 factory warranty. It's kinda' more about the tech and the service department and how radical the mods are, but yes it is conceivable that there are some warranty issues that performance mods could void. You sorta' have to feel your way around that one.
If you're buying a CPO from a dealer I'm sure you could include some Tech II adjustments as a condition of the sale that they would include in the price. It is legit for a dealer to charge for Tech II adjustments as it does take time and knowledge of the tech. Not all dealers are willing to do non US spec Tech II adjustments citing safety issues.
