Right Turn Signal Stuck On

I own a 2000 9-5 SE wagon and recently noticed that the right turn signal lamp at the rear of the vehicle (amber) and the front turn lamp are stuck on when no turn signal has been selected. When you select the right turn indicator, the side marker lamp and front lamp flash faintly. Inside the vehicle everything would appear to be working normally and there are no warnings shown on the SID. I have noticed that over the past week, the turn signal indicator (sound) had been pulsing at approximately twice the normal rate.
After reading some other posts on this site, I pulled fuse #35. This clears the stuck right turn signal, but introduces some other problems. The DRL's are now disabled. When the left turn indicator is selected, they work fine. When the right is selected, the headlights and lamps that illuminate the dash around the radio now flash.
I thought that I would replace the two exterior turn bulbs but the local Advance store did not have them so they have not been swapped out yet. Not sure if there is a strong possibility that this problem could be a failed bulb (remember that there was no failed bulb warning on the SID).
Has anyone experianced this problem and can you offer any advice on what causes it?
