You might, but I wouldn't use Loctite 518 at that location. The surface and bolt pattern of the cooler lid is not suited for that kind of anerobic sealant.
I have used a "killer" silicon from Nissan when redoing those lids. The "grey stuff" from Saab doesn't seem to work perfectly.
I can't say that I see 100% failure rate of the 9-5 cooler lids (just one here and there) so it is difficult to suggest that it should be done on all. It is some extra work to loosen the oil cooler pipes all the way down to get them out of the way or you could be a brute and just bend them but then you don't know if they are going to seal around the washers again when put together.
