assuming worse case -- the bolt is broken more or less flush with the block (and you don't have access to a welder)...
use a dremel tool with a diamond bit to grind a notch (like a center punch) as precisely as possible at the center of the stud...
probably won't hurt to soak the bolt with BK blaster, liquid wrench, koll, etc...
if you want to use an "easy-out" tool, drill the recommended size holes (its usually a two step size) using the notch made with the diamond bit -- if you have access to left hand twist drill bits, that may even remove it in the process
with some luck, you can hammer the "easy-out" into the drilled hole and then back out the broken bolt...
an alternative is to use gradually larger drill bits and the diamond bits in the dremel and slowly, carefully grind out the remaining bolt material until you can extract just what remains of the bolt material in the threads...
