I had similar problems. Got an alignment, but didn`t use shims this time. Perhaps, should have. 1999 Wagon, springs have soften up, the camber is much greater than spec when fully loaded, so shims might help a bit.
Make sure the tires are at maximum pressure (don`t exceed the mfg recs on the sidewall). I am sure now that part of the wear is the toe plus camber plus a squidgy sidewall - that is the only way the tread blocks can wear identically all around the tire.
